Is there a map or some sort of visual reference I could use to get an idea of where my character is? Am I allowed to create a settlement for my character? Its under one of the main factions.

There isn't a map...yet. About the settlement yes, places like Oahu only have a couple of named cities, but the rest are left ambiguous, it is done this way so you have creative freedom to create new settlements and suit them to your own tastes and adventures.
