When it says 32 points to distribute, is that on top of the minimum, or do you have to satisfy the minimum, then distribute the remaining points from your pool. Example: robot: minimum point allocation totals 21. Does this mean you only get 11 points to spend where you like, or do you get 32 above the minimum?

These 32 points are on top of the minimum. That's why some races have more points than others. At the end all the characters should have the same sum of points on the SPECIAL stats.
